Should there be a female age limit on public funding for assisted reproductive technology (ART)? The question bears significant economic and sociopolitical implications and has been contentious in many countries. We conceptualise the question as one of justice in resource allocation, using three much-debated substantive principles of justice—the capacity to benefit, personal responsibility, and need—to structure and then explore a complex of arguments. Capacity-to-benefit arguments are not decisive: There are no clear cost-effectiveness grounds to restrict funding to those older women (...) who still bear some capacity to benefit from ART. Personal responsibility arguments are challenged by structural determinants of delayed motherhood. Nor are need arguments decisive: They can speak either for or against a female age limit, depending on the conception of need used. We demonstrate how these principles can differ not only in content but also in the relative importance they are accorded by governments. Wide variation in ART public funding policy might be better understood in this light. We conclude with some inter-country comparison. New Zealand and Swedish policies are uncommonly transparent and thus demonstrate particularly well how the arguments we explore have been put into practice. (shrink)

How a group G can know that p has been the subject of much investigation in social epistemology in recent years. This paper clarifies and defends a form of non-supervenient, non-summative group knowledge: G can know that p even if none of the members of G knows that p, and whether or not G knows that p does not locally supervene on the mental states of the members of G. Instead, we argue that what is central to G knowing that (...) p is whether G has an epistemic structure that is functioning appropriately in accord with the action-related purposes of the group, and this structure may include non-agential elements such as devices that retain or process information. We argue that recent objections to non-summative group knowledge given by Jennifer Lackey do not in fact succeed in undermining the view, but do help to clarify the nature of non-summative group knowledge. The main upshot of our response to Lackey’s objections is that groups put their knowledge into action in ways that often differ from how individuals do so, and social epistemologists should be careful to notice these differences, especially insofar as groups often structure themselves by employing various epistemically-relevant devices. Thomas Hurka, in his book Virtue, Vice, and Value, and elsewhere, develops a recursive analysis of higher-order pleasures and pains. The account leads Hurka to some potentially controversial conclusions. For instance, Hurka argues on its basis that some states are both good and evil and also that the view he calls the conditionality view is false. In this paper, I argue that Hurka’s formulation of the recursive account is unusual and inelegant, and that Hurka reaches his conclusions only because of (...) its peculiar aspects. I provide an alternative recursive account which is similar in spirit to Hurka’s but which is theoretically elegant and does not entail those conclusions. (shrink)

MATERIALISTS claim that in principle mentality could be accounted for entirely by properties of matter. They must, of course, clarify, as far as possible, the precise scope of the concept "properties of matter." According to materialists there exists only one type of "substance" in the universe, namely matter. Sophisticated experimental and theoretical analyses have led contemporary physicists to interpret known material entities as being composed of two classes of elementary particles, namely quarks and leptons and constituents of interaction fields that (...) mediate interactions between some or all of the elementary particles and which comprise photons, gluons, intermediate bosons and gravitons. For instance, protons and neutrons are composed--by hypothesis--of quarks, while electrons are probably the most familiar leptons. Whether any analyzed and postulated elementary particles and constituents of interaction fields are "ultimate" components of matter can never be known. It remains always possible that more basic subcomponents of known components will be discovered. This has happened repeatedly throughout the history of physics. Hence, what physicists understand by the "physical properties" of the basic components of matter must always remain expressed in terms of usually intricate hypothetico-deductive theories which are tentative and fallible. Contemporary relativistic quantum mechanics of elementary particles and of interaction fields provide typical examples of such hypothetico-deductive theories relating to present known basic components of matter. One of the areas of concern raised by cross-border reproductive travel regards the treatment of women who are solicited to provide their ova or surrogacy services to foreign consumers. This is particularly troublesome in the context of developing countries where endemic poverty and low standards for both medical care and informed consent may place these women at risk of exploitation and harm. We explore two contrasting proposals for policy development regarding the industry, both of which seek to promote ethical outcomes (...) and social justice: While one proposal advocates efforts to minimize cross-border demand for female reproductive resources through the pursuit of national self-sufficiency, the other defends cross-border trade as a means for meeting the needs of vulnerable groups. Despite the conflicting objectives of the proposed strategies, the paper identifies common values and points of agreement between the two, including the importance of regulations to safeguard those providing ova or surrogacy services. The current Ebola epidemic has presented challenges both medical and ethical. Although we have known epidemics of untreatable diseases in the past, this particular one may be unique in the intensity and rapidity of its spread, as well as ethical challenges that it has created, exacerbated by its geographic location. We will look at the infectious agent and the epidemic it is causing, in order to understand the ethical problems that have arisen.

Ecological theory is built upon assumptions about the fundamental nature of organism-environment interactions. We argue that two mutually exclusive sets of such assumptions are available and that they have given rise to alternative approaches to studying ecology. The fundamentally different premises of these approaches render them irreconcilable with one another. In this paper, we present the first logical formalisation of these two paradigms.The more widely-accepted approach - which we label the demographic paradigm - includes both population ecology and community ecology (...) (synecology). Demographic ecology assumes that the environment is relatively stable and that biotic processes, governed predominantly by resource availability, are the most important of ecological and evolutionary influences. Moreover, ecological processes are assumed to translate into directional selection pressures that drive significant evolutionary change on a local scale through the process of optimisation. (shrink)

Social inequalities in health in the UK persist despite attempts to reduce them. We argue that work and pensions constitutes an area of intervention where there is potential to make change happen. We propose that workers who are exposed to significant health risks through their occupation should be allowed to draw their state pension earlier, based on a minimum number of years in the workforce. We model this proposal on similar policies in other European countries. In our modification, the pension (...) age and the retirement age would be separated, such that workers can receive a state pension whether or not they choose to continue working. This arrangement may encourage workers either to reduce their working hours or to change to less demanding or harmful work. The health of these workers would thereby benefit from reduced exposure to a harmful work environment, reduced stress and more opportunities for rest and relaxation. However, it has also been suggested that retirement is bad for mental health. In response, our proposal enables workers to phase in full retirement over a period of part-time work, and we believe that this would counter any potential negative effects on health caused by retirement. The theoretical and practical problems of providing incentives for people's activity in society are becoming increasingly more urgent as the role of the human factor in the development of society grows. In light of modern historical experience, we can see the onesidedness of conceptions according to which the types and directions of activity are mechanically predetermined by conditions external to it, and we can see the necessity of understanding the laws of activity itself in all their complicated dialectical essence. These (...) problems have become particularly important at the present stage of development of Soviet society, when a greater active involvement of the masses and profound changes in social psychology are becoming acutely necessary. This book attempts, through a series of interpretive discussions, to confront a number of well-known perplexities in their structural form of disjunctive moments, of interpretive contexts of 'this is' and 'this is not.'.

John Rawls’ use of a contractarian strategy for justifying basic principles of justice has raised the hope that a similar strategy might work for a theory of right and moral principles generally. I want to show that this hope cannot be fulfilled.In what follows I interpret contractarianism in a Rawlsian way on the grounds that his is the most plausible version of the doctrine we are likely to get. I am not however concerned with the details of Rawls’ argument for (...) justice but instead with an idea that appears to underlie the contractarian strategy. In order to avoid the complications of Rawlsian exegesis, I choose to discuss the doctrine as it might be used to justify a moral principle of mutual assistance and not as Rawls in fact uses it to justify principles of justice.
